An engine turning over means its cranking. The CRANKshaft is turning over.
Is it turning fast enough ? or is is a slow turning ?
Is there spark (by the spark plugs) ?
Is there fuel in the car ?
Is the fuel being delivered to the engine properly ?
Is the airfilter clean enough to allow sufficient air in ?
