No. you need to tighten the hand brake cable, or if the is tightened to the max already then you need to replace it with a new one.
brake fluid low will be indicated with alight when the car is switched on (the same light that is one when the handbrake is applied will stay on when the hand brake is released.
Anyways, the hand brake is cable operated. This is normal as with time the steel cable stretches since it is put under enormous stresses when engaged.
