Question about 1992 Suzuki Sidekick
The window can be :
1 mechanically jammed, (as all 1992 suzuki love to do)
2: electrical faults, if motor has 12vdc up, then its #1
use a VOLT METER TO DO THAT TEST.
turns sigs, funky.
the COMBO switch is bad, or the wire connector to it is bad.
easy no? the voltmeter again finds this truth.
we cant tell you parts and labor prices, all over planet earth
IMPOSSIBLE question nor would anyone try and look silly.
what we do in USA (are you) is call 3 shops and ask price.
labor varies by shop, town, country, and luck
same for parts.
the only place on earth with fixed prices is N.Korea.
why ask the blind for advice?
the only advice is to
1:learn to fix cars, (diagnose)
2: or tell you to find a shop that you can afford,,,
my guess, the mech heard the starter make a bad sound,.
but who knows, we can hear here in internet bunny land.
ps; when you buy and old car , they all have problems like this,.

I sounds as though there is an electrical or earthing fault somewhere in the system .. hitting the steering wheel 'shocks' something into working again (I do the same on my jeep ...).
Some sound advice is to go and see an auto electrician. It's well worth paying him to check the car for you as it really does save time and hassle. Let him find the fault for you.
For the life of me I can't see why you would need a new starter motor.
A window switch isn't expensive. Look on Ebay:

Its below the Dashboard, on the left side of your knee. You have to use a torch & locate it from under the Dashboard, Its roughly near to the Clutch Pedal.
Here, it looks like this: (The Black one is the Fuse box)

The adapter harness for the radio is probably not wired correctly. I'll bet you also have no tail lights. You probably wired the harness so that the illumination circuit for the factory radio is wired to the wrong terminal of the new radio, thus the problem occuring when you turned on the headlamp switch. I have seen this many times when someone is trying to wire a radio adapter harness without having access to the factory wiring harness diagrams for the vehicle...the wire colors on the adapter harnesses don't allways match the wire colors of the factory harnesses. You need to know which wire is which and wire the correct wires together regardless of what color they may be. If you wired it simply by the wire colors, it most likely is not correct.
If you are lucky, it only blew the fuse for the tail/dash lamps. It is possible that you now have some serious vehicle wiring harness damage caused by the short circuit that was created.
I would disconnect the new radio and get the car fixed first. Then you need to find out which of the wires in the factory harness is for the illumination circuit and make sure that nothing is connected to it on the adapter harness. Most aftermarket radio/stereo systems do not use this circuit at all.
