Question about Volkswagen Passat
Fuses, Circuit Breakers and Relays
The fuse/relay panel is located to the left of the steering column. The function of each fuse is listed on the shelf or panel cover. The entire panel can be removed as a unit by removing the single screw or the locking clips and lifting the panel out. The large plugs on the back of the panel are keyed and cannot be installed incorrectly.
If the function cannot be found, then a fuse tester may be helpful in finding the blown out fuse, if there is one blown out.

There is no fuse for the third brake light that I know of, it is wired into the main brake light wiring on most cars anyway. Probably the bulb is blown.
