Question about 1998 Nissan Maxima
This sounds like it could be the idler on the serpentine belt.
If you remove the belt and check the idler rollers you will find that one maybe rumbling and this will cause a whining sound.
If not the next thing is to check the alternator by spinning it when the belt is off, this is another area that can cause this sound.
