I would like to to find a solution reguarding a strut tower on the front passenger side.
The top of the strut is fairly rusted it is giving me a grinding/rubbing noise when I do a bounce test.
I would like to know if I can spray a lubricant on it like WD/40 to stop this problem or would I have to replace the strut itself?

Yes but you will need a panel beater to do the job. The inner guard (the bit that carries the strut tower) is an integral part of the front of the car and needs to be cut away and another one welded into place. However if one is rusted out the other side may not be far behind so consider the possibility of junking the car (rust ) and getting another one as the repair cost may be more than what it is worth

There is a fuse panel located behind the left hand side of the instrument panel. Check to see if the fuel injector fuse is good. Should the fuse look good then it is time to get out the multi meter or test light and diagnose the harness. I have put up a diagram and a description of the the points to check. Sometimes it comes down to diagnosing. Check the fuse first.
Fusible link C, Fusible link G, Fusible link J, Fusible link P, Fusible link R supply power to the EFI system.

Open the hood and look on the passenger side nearest the strut tower. Usually held on by a plastic clip in each hose (feed and outlet) and one hose clamp holding it into the car. The new filter will come with new clips so don't worry about breaking them.
See if you can bounce car and replicate the noise. If you can, you should be able to find it, and put your hand on it. Stabilizer bushing are a place to look, both at the lower a arm and on the frame. If you narrow it down to the strut, it will need to be replaced. The front trans mount also goes bad, try putting it in drive with your foot on the brake and give it some gas and see if the engine moves an excessive amount.
the main relay for the fuel pump is under the radio in side of the car. Its a little box on the passenger side of the radio. They dont sell them at local auto part shops.you will have to go to a dealer to get one. a helpful tip is if you here thelittle box click when you turn the key on it is working
There is 2 locations for that car.
#1 under hood passenger side, front side of shock tower,with fuel line connected to it.
#2 under car driver side, below seating area,front of fuel tank mounted on chassis. If you have the 90 Qauttro,it's under hood,pass. side, front side of strut tower, mounted on fender well.
