Most likely an electrical problem, or an issue with the computer. Difficult to say without actually doing any tests.

Since you say that you are a novice at car repairs, I would suggest that the safest bet would be to take the car to a local mechanic and have him check it out. There could be many causes for this issue, and its difficult to diagnose long distance through this forum, except by a spot analysis.

All the best with the repair!

Firstly the power supply is not comin properly to the assembly..The wire thru which the power comes , is not connected properly... this is for sure... chk out the wiring connections comin from the battery...

also check the worm gear which connects the speedometer cable. If this gear s worn out then the speedometer wil not work properly

You need to replace the panel

The speedometer is evidently faulty, if you have experience in servicing car electrics and electronics, all you can do is, first check if power is coming steadily to speedometer, to do this you will have to take apart the whole panel and you will also need a tester. If power is not coming regularly to speedometer then there is a lose connection somewhere in the circuit. Check also the control panel connectors, and eventually spray some contact cleaning solution to remove oxide.
Most likely you will have to replace the whole panel.

    Regards

What panel??? the instrument panel for God sake, it is clearly faulty. I thought it was just the speedometer going funny. If you have all the above change the whole panel, or better have it replaced by a qualified mechanic.

    Regards

You do not replace panel, you go to a mechanic, as you do not seem to have much experience, if you really want to do things professionally, you check that power coming to panel has right voltages, it volts are ok on all contacts then panel is faulty.
Generally, when instrument panel has so many problems, it is faulty.
To do the job you need manual for your car, to check wirings and voltage: Haynes
And you will eventually need the replacement part:Lincoln Town

Or go to mechanic and get a quote, they will probably tell you at a glance that you may have to replace instrument panel.

Faults with the computer do not cause spedometer going down that way. Instrument panel only power supply is the battery, as mentioned a problem with contacts is also possible, but from description is more likely to be a fault.

Pull your negative battery cable for 30 min see if it resets your sytem. Guages should jump up and drop back then work perfectly. Had to do this with my 2005 monte carlo

Intermittent flashing of all dashboard lights

Weird, sounds like your battery connections are possibly loose, but
the car wouldn't start properly, or at all, if this was the case. You might just have a loose connection to the dashboard controls?
If you are up to the task, I'd remove the guage console,if you can,and make sure all the connections are tight. Good luck.

Electrical Problem and now won't start

One common problem is with intrument cluster solder joints where the cable connector attaches to the circuit board. Solder joints fracture. Resolder. Use Hanes manual to get dashboard apart.

Indication is instrument panel goes dead and car sometimes will not start.

Other possibilites are loose connectors or poor connections in cable harnesses.
