Why rearend leaks by both wheel areas 2003 lesabre?

this is a front wheel drive car there fore there is no rear end like a rear wheel drive. the fluid leak at the wheels is probably brake wheel cylinder/caliper or brake flex hose. check brake fluid level if its down then check for brake fluid leak if not then you will have to check the rear area for some other fluid leak.

98 dodge caravan rear wheel locked up

That would likely be caused by the ABS brake hydraulic control unit leaking pressure to the rear brake caliper, not the proporting valve..

How can tell if brake caliber is sticking?

Park on level. Put transmission in neutral, emergency brake on, and block or chock a rear tire, so car won't move when you raise that front tire with a jack. Use a jackstand or big block to stabilize car (safety first!), when it's raised.
Now try to spin tire. If caliper is stuck tire will be very difficult to rotate.
Found the problem yet? Take the wheel off and investigate further. The burning smell has to come from somewhere. Any sign of brake fluid leaking?
Have somone pump the brake while you watch the caliper. You should see a very slight movement when caliper pushes pads against the brake rotor. When brake is held, the rotor should not turn. If it does, the caliper is stuck inside the bore, and will have to come off for rebuild or replacement.
Good luck.
Hope you find the problem,

I have 1987 dodge ram b250 van and i just changed the brakes, rotors, and calipers on the front but when i tried to bleed the air out of the lines i got nothing but the brake fluid resevoir is full of fluid....

Try connecting plastic tubing to drivers side bleeder valve. Place end of tube into a half full can of brake fluid. Press the brake repeatedly with the engine running so your power braking system is working. Watch the tubing until all bubbles have been pushed through the tubing. Repeat for the passenger side. The plastic tubing needs to be submerged in the fluid in the can to keep it from letting air back into the system through the bleeder valve.

I Have a 99 dodge ram 1500. My question and problem is, I am leaking brake fluid from what appears to be obviously the brake lines. Is this an expensive fix? Seems to be leaking from the drivers side...

I would think that this is one of your least expensive fixes, in the long list of possible problems with vehicles. A tech would replace the line and then do a brake system fill and bleed. If it is the only problem, its possible for a tech to do it without removing a single wheel.
