Cruise control has nothing to do with it, your pick-up is malfunctioning, it is located below the distributor or the coil pack. Replace it ASAP

It could also be a sticky throttle that happed to our 98 venture.

This problem is almost certainly related to your cruise control, obviously dangerous. I suggest you disable the cruise control function until you can have the van repaired.
