This vehicle will not shut off. i have to remove the battery cables to get it to
turn off. i have replaced the key assembly and another part in the steering colum. the key will turn the engine on but will not work to turn it off. both
new parts have not made any difference. can you give me some advice?
Plastic actuator/rod/steering column repair It cost about 200.00 at the ford dealership,and i got the same problem...i looked under the steering colum and saw the actuator was moving down but not back up so it broke. its plastic so and im not going to chance taking the steering wheel off myself with my tilt steering and airbag. use a test light and see if power is going to the coil. if yes then use a spark tester from a auto parts store. it will have settings for your vehicle. if the spark is not big enough it's just the same as not having one. then change the coil. if you don't get power before the coil have the ignition control modual checked. if bad replace it. good luck.

REMOVAL AND INSTALLATION
WARNING: WHEN SERVICING STARTER MOTOR (11002) OR PERFORMING ANY MAINTENANCE IN THE AREA OF THE STARTER MOTOR, NOTE THAT THE HEAVY GAUGE INPUT LEAD CONNECTED TO THE STARTER SOLENOID (11390) IS HOT AT ALL TIMES. MAKE SURE THE PROTECTIVE CAP IS INSTALLED OVER THE TERMINAL AND IS REPLACED AFTER SERVICE.
Disconnect the battery ground cable (14301). Refer to Section 14-01 .
Raise the vehicle on a hoist. Refer to Section 00-02 .
CAUTION: When disconnecting hardshell connector of the engine control sensor wiring (12A581) at S-terminal, grasp the plastic shell and pull off. Do not pull on wire. Be careful to pull straight off to prevent damage to the connector and S-terminal. If any part of the connection is damaged, replace the damaged components.
Disconnect engine control sensor wiring and starter battery cable from starter solenoid.
1999Mercury Sable died...acts like battery dead or alternator, however with key off there is a click, click sound and as soon as you giggle ignition and make sound stop ...there is power but as soon as you turn key on it all goes dead again.. battery takes a charge and don't think its an alternator problem.. think it is a relay switch...possibly the windshield wipers.. have noticed that the wipers turned on for no reason a couple of times and once again when I was messing with this situation
