White smoke is usually the sign of water. If the water is in the fuel system, a product like "HEET" will remove it. Use to be this was only a problem with Diesel fuel, but now the Alcohol mixed fuels will attract water and break down after several months.

You either bought old fuel or your vehicle sat long enough for the fuel to separate.

I have a 1998 hyundai excel running rough as if only on 2 or 3 cylinders starts 1st time but running realy bad and blows heaps of white smoke I can drive it and you can feel it not running on all cylinders...

Is the heaps of white smoke come out of the tail pipe LONG AFTER the 15 minutes period?
To pin point a blowing headgasket you will need
1)coolant system compression tester
or
2)chemical reaction test for combustion test gas
If it's the org. engine from 1998,with over 120,000 then blown headgasket is a good possiblity.
Tow it to the shop and let the pro to do the coolant pressure test and combustion gas test.
A full head gasket job with head re-surface (if it can be re-use) is worth it.
Shop around on well estiblished independent shops.

White smoke exhaust

White smoke is caused by coolant or water coming out the tail pipe. There is a chance that the white smoke was caused by water splashing up from a puddle onto the exhaust pipe. Keep an eye on the coolant level in the radiator in any event. If its less then there leak coolant leak in the car engine which is causing this problem....
