You need to have the battery checked and check all the cables for worn spots where they might be grounding. The battery can have all the volts in the world but not have enough Amperage to crank the motor over usually due to ta dead cell on the battery. If the battery is good have the starter checked as that is the next most likely failure point. Before you do any of these, if you have an alarm installed that was not incorporated into the vehicle by the manufacturer remove the in line power fuse to deactivate the starter kill function.

Wire and fuse diagram for 1982 berlinetta camaro v8

You may have cooked a fuseable link that powers the key switch.
There are two or three links coming from the large terminal on the starter that feeds some of the circuits.

My van wont start i've checked the starter it's good, i've bought a brand new battery, and an ignition switch. why wont my van start

Because you are replacing parts instead of checking if you need them or not. First you need to verify that the stater has power on the large cable. then there is a small wire on the solenoid, this should have power when trying to start, if it does, and the starter is good, then it should start, if the wire does not have power, find out why. The wire comes from the Neutral Switch on the trans. So it wont start unless its in N or P. So find the color wire that is at the solenoid, should be the same color at the neutral switch. there should be a wire there that has power when in the crank mode, i fpower goes into the switch, it has to come out to the starter. . You will need a wiring diagram for your van to go further.

I pulled a shorted fuse that was causeing some clicking. the clicking stopped and the car wont start. the fuse went to the lower beams it said in the manual. not sure why the car wont start.

do you mean a fuse that is blown? pulling out a blown or shorted fuse wont cause any changes, since the circuit it feeds will be isolated anyway. It sounds like you may have pulled out a good fuse that powers some essential components. will the car start when the fuse is put back in?
If the clicking you hear is due to a faulty electrical component, then try to identify which component the noise is coming from by listening to wear the clicking comes froms. Pulling out the fuse to that component will only cut the power to it, it wont provide a fix.

Will not start

It could be a timing belt issue, or your starter is no good... taking too much power.
