Lets start with the window problem, the most common reason for all the windows to stop working is a broken wire or wires coming into the door, if you look where the door hinges are when you open the door you will see a rubber tube that the wires run inside off, remove the front and then the rear of the rubber tube, you will be able to slide it back from the front and then the rear and check for broken wires, resplice the broken wires together and the windows should work, check all wires closely, as far as the gauges you may have a bad cluster or bad connection, remove the cluster and unplug the connector then connect it back and see if this helps it, if not then i would say the cluster is bad. hope this helps.

Fuel gauge reads full when started then when put into gear drops to empty

Wiring, ground at the tank, a loose or corroded connector somewhere. If the gauge moves up & down significantly when the vehicle is "bumped" forward & backward, you MIGHT suspect the sending unit... but if it always reads empty when in gear, that wouldn't be the problem.

2004 cadillac cts gas gauge stuck reading zero

The reason the guage is staying at empty is because it has set a code for a fuel level sensor. This car has 2 so it could be either one, or a wiring issue (unlikely). When you disconnect the battery, you likely either clear the code or reset it as not current so it allows the gauge to work for a short time until the code sets again. Have it scanned and I am sure you will find a code likely P2066 or P2068 for the level sensors.

The tank will need to be removed and the float or sensor repaired.

The fuel gauge is at 1/4 a tank when the car is idle but when we start it up it drops to empty. Is this a fuse or what and how can we tell how much gas is in the car?

The contacts in your fuel sending unit is probably worn. This can be expensive to replace. A cheaper way is to track your gallons by topping off your tank and setting your trip gauge to zero. Once your "low fuel" light comes on, take note of how many miles you have driven. Always reset your trip gauge at fill up and try to fill before the light comes on again (now that you know when it will light up). Good luck!

Speedometer on my 2004 Tiburon works thens cuts down to zero. Gas gauge is doing the same thing. Just put gas in drop down to empty yet still has gas in it.

Clean the connectors on the back of the BCM and on the back of the gauge cluster.

If that doesn't work, then it could be:
- Fuel Sender & Vehicle Speed Sensor (should cause your "Check Engine" light to come on)
- Gauge Cluster

You'll have to diagnose each of these possibilities.
