Question about 1998 Dodge Caravan
There is a relay on the left side(driver) fender wall unde the battery.remover the
air filter housing and You'll be able to get to it.Just follow the wire harness from the fans.also check the switch that is connected to the temp.switch by the thermostat housing.it's just below that.I'm having similar problem.I replaced fan relay,thermostat and temp.switch.Still no fans.But they do work as i by passed them with a fusable link & a toggle switch. But was told to check fan temp.switch
which may be the one I mentioned,just below the thermostat housing.Good Luck.

First check ur entire wiring of your vehicle then check the voltage of the fan was co related with the vehicle s voltage
