Problem for Volkswagen 1999 Passat

Door locks and windows are not functioning on my 1999 VW Passat. I checked the fuses everything there seems ok. I just purchsed vehicle from a private seller as is with no owner's manual. Is there fuses or a relay box anywhere else on vehile that would control the windows and door locks?

I have has the same problem on a newer vw.. check the drivers door and check the rubber fanfold boot that connects from the door to the door jamb see it is torn.. 2 wires broken inside of this boot will cause all the windows and locks to not work... make sure as you said you have checked ALL of the fuses
