Question about 1996 Chrysler Town & Country
I have a similar vehicle and I can tell you that they're prone to electrical problems, whether it's the ECM, the clock switch in the steering wheel, or just a bad ground. I would check all the grounds, especially coming from your wiper motor under your hood. Sometimes ground switches are used on "things", so when there is no ground, "things" think they're turned on. Could also be a stuck relay, but doubtful. Best of luck.

The windsheild wiper relay might be stuck or broken. Try tapping it with something or replace it. Could also be the the switch (lever that you control the wipers with) i hope this helps and good luck with diagnosing your problem.

Sounds like the PARK SWITCH within the WIPER MOTOR is at fault, Only way to beat it is relay the motor. Hope this helps

2 ways of dealing with this. Install a new motor or put up with it until you install a new motor. I usually give it a very light tap with a hammer or a wrench & they start working fine at least for a while
