Either you have a short circuit to earth to your fan relay or the relay contacts are stuck on!

In the under hood fuse / relay box ! There are three of them COOLFAN/relay 1-2-3 . It's marked on the under side of fuse box lid .
The engine cooling fan system consists of 2 electrical cooling fans and 3 fan relays. The relays are arranged in a series/parallel configuration that allows the powertrain control module (PCM) to operate both fans together at low or high speeds. The cooling fans and fan relays receive battery positive voltage from the underhood fuse block.

Fans not working ,or dont go fast enough on to keep radiator cool

check fuses, check fan relays , per fsm
Fsm = factory service manual.
there are 3 cooling fan relays Hi/low and control
the ECU outputs only high and low.
the ECU is hard coded, (softrware) to run fans. and uses
the ECT as the input sensor.
so if the low is dead the relay is dead.
if the the high is dead , high relay is bad.
if the relays look the same, why not swap them to see if the
2 fans switch fail mode.

The fan that keeps runnuing will be the fan for the radiator, Some cars allow the fan to keep running after shutting down the engine to cool the water in the radiator. They run for a short time 5 -10 minutes or less but will cut off. If it keeps running the timer controller or temp sensor is faulty. Have an auto elec check it out.

Radiator fan is running off and on when car is not running. This caused battery to go dead. We are on vacation. Will we make it home or do we have to find a repair shop?

Thanks for choosing FixYa and welcome. It is an electrical issue of some kind. When you have the car off, take out the radiator fuse. It won't be able to turn on then. Make sure you put it back in before you take off. If not, you will overheat. This way, the battery won't die and you will make it home without worry. I promise you that. Blower keeps running when engine is turned off

if by blower you mean the radiator fan thats a normal thing, Unless it never shuts off, then its the heat range sensor,, and will need to be replaced before it runs the battery dead,

Fan keeps running after engine is shut off

It is normal for the fan to run when engine is off. Engine temps actually rise when the engine is shut off, the heat will rise through the engine compartment. So a Coolant temp sensor controls when the fan shuts on and off, obviously based on the temps of the anti-freeze. The fans are a high draw item, but It would take much longer than an hour breakfast for the battery to run dead. I would check out the battery and charging system first. Is the CEL on?
