I was able to determine if you move the inside door handle toward the front of the car, then you could remove the door panel. However, it takes a little force to pot out the plastic clips, but if you work around the outside by appling pressure with a thin tool, such as a putty knife it will pot out.
My problem was a small yellow plastic part that connects the outside and inside door handle rods was broken.
So I plan to replace the part and see if that fixes the provlem. If so I can save over $340 dealer repair costs.

The panel pops off. There are cheap tools to help with this at your local AutoZone. You may be able to just pull them off, you will need new clips which are just a couple of dollars or else your panels will be loose when you put them on. There maybe a screw or 2 that will be hiding and you will find them as your taking the panel off, start at the bottom. As for your original problem I would say the linkage is binding up some where and needs a bit of grease. Hope this helps. Richard

SOURCE: Chevy Impala Door lock issue
Which is it, 98 Eclipse, or 06 Impala? Either way, your door lock actuator is stuck in the locked position either electrically or mechaically. The way to check this is to remove the door panel and unplug the actuator. If door lock can now be moved then you have an electrical problem (faulty door lock switch or faulty door lock module). If you still cannot unlock door then actuator is mechanically bad and must be replace (usually the case)
