When I turn on either left or right indicator both indicators light up

try pushing the hazard light switch again. what you have is the hazard lights in operation ( both sides indicators working) In normal indicator operation power from the flasher unit is directed to which ever side you select but by pressing the hazard light switch the indicator power lights up all lights.

Y reg(1982) austin mini 998cc, when the heater is switched on the fog light switch lights up but heater fan does not start, fog light doesnt work either, have tried changing the switch but no difference,...

Chances are that not all grounding wires are earthed. You may have a floating ground that is feeding back through the lights. Try grounding the heater directly to start your diagnosis.
