The timing, or distributor cap need to be replaced. not getting any spark could be the problem

No, the fuel regulator from a 96 will not fit a 98. The 98 is a vortec and i believe the 96 is TBI. You are on the right track though, but the fuel regulator is attached to the fuel injector spider and is one unit inside the upper intake. It is relative easy to replace just takes some time.
