You could've gotten dirt or grease inside the cam sensor connection. They are real fussy.

98 dodge neon has jumped time. How do I fix?

To begin with, the timing is not adjustable.
The computer uses signals from the crank sensor and cam sensor to decide when to fire the plugs and injectors.
Have you checked the computer for trouble codes yet ?

2000 dodge neon will not start unless the cam shaft sensor is unplugged

I would go and but a cam sensor from the dealer. Aftermarket cam sensors can be slightly irregular. I had this happen to me with an aftermarket ABS sensor on a chevy. The whole problem was a gap difference equal to two sheets of paper. Whats happening is there is an open circuit in your old sensor that causes the check engine light but the new one has a good circuit but bad reading. I would say that is your problem.

2000 dodge neon cranks but wont start. If i unplug the cam sensor it will run for a second ( with it plugged in there is no spark coming from the coil)

You just proved that the cam belt has skipped time. That is the procendure to check. Remove the covers and line up the marks and you'll see your problem. while you have the belt off put on a new one as it should'nt skip unless it's worn out.

2005 dodge neon sxt cam problem

The sensor will run you about $30. It's a relatively easy change.

Disconnect and remove the battery (removing it gives you more room to work).

Once the battery is removed and you move some of the wires out of the way you'll see a square looking sensor about 3"X3". It is fastened to the engine with four 8mm bolts. Remove the 4 bolts and pull the sensor away from the engine. A small amount of oil will spill out so be ready to wipe with a rag. Remove the electrical connection and disgard the old sensor. Installation is the reverse. You'll want to put a light coating of clean engine oil on the seal of the new sensor so it seals properly without a leak.

Here's a link with a diagram of its position:
