Remove the fuel tank.
The bolts holding the tank up on the straps are not reusable... so have a new set available when you decide to do this...

lower the tank and disconnect the fuel lines and the fuel sending unit/ fuel pump harness...
remove the fuel pump / sending unit lock nut on the tank...
remove the old fuel pump.
Reverse for reinstillation.

The fuel pump is in the fuel tank, you have to be able to get the car off the ground and pull the whole fuel tank to replace it.

Where is the fuel filter located on my 1992 Dodge Spirit and is it easy to get to

It should be under your car just in front of your fuel tank recessed into a hole... You'll need to turn off your fuel pump by pulling the fuse under the hood and running the car until it dies so it gets rid of the fuel in the line.. then disconnect each end of the hose from the filter and let any excess fuel drain into a pan... the remove the filter and reverse directions....
