Question about 1998 Plymouth Voyager
If you are referring to an A/T, you need to change the transmission fluid and filter. After doing this start the engine and let it set and run for about 30 minutes. After the fluid is at full operating temperature see if it will shift. If not, you need to seek help from a transmission pro.

According to the manual
P0700 = EATX Controller DTC Present
Discription= An automatic transmission input DTC has been set in the transmission controller.
P1733 no listing in manual
P0743 =Torque Converter Clutch Soleniod/Trans Relay Circuits
Discription= An open or shorted condition detected in the torque converter part throttle unlock solenoid control circuit (3 speed auto RH trans. only).
