There are several waring lights on your dash so lets see if i can guess: does it look like this ( ! ) with some squiggly lines under it? If it is that's your tire pressure warning light tell you that one or more of your tires is low on air. after you correct you tire pressure you'll find a tire pressure reset switch just inside you glove box push it for a few seconds and your warning light should get cleared.

The warning light that looks like a pot or kettle with arrows is the "Low tire pressure warning light*" I found the answer on the Toyota web site by registering, logging in, entering my model and searching the owners manuals for warning lights.

Sounds like a bad ABS control module is at least part of your problem. The symptoms are usually and ABS and TRACS light intermittent or constand and eventually your speedometer works intermittently or totally quits. This guy rebuilds/upgrades them for about $140. Depending on which light is flashing will determine whats wrong, normally thee are three lights that flash one is yellow check engine light, when it flashes it means a misfire and catastrophic catalytic converter failure. Red oil light means your low on oil and if it does not have a gage you may have damaged the engine and then there is several others like air bag warning light this would be caused by a defective clock spring, or a malfunction in the computer system. Your best bet is call your local dealer and describe to them your problem and tell them what lights are flashing they can determine weather you should drive it or have it towed in for repairs. Remember FLASHING RED OR Yellow light means imminent failure of expensive engine parts.

Weird,sounds like your battery connections are possibly loose, but
the car wouldn't start properly, or at all, if this was the case. You might just have a loose connection to the dashboard controls?
If you are up to the task, I'd remove the guage console,if you can,and make sure all the connections are tight. Good luck.

I don't know what is causing this problem, but I know phil140701's answer is completely wrong on two counts. First, 740 Volvos starting at least in 1986 have electronic speedometers and no cable. There is an electronic sensor on the differential which sends a signal to the speedometer cluster. Second, if it were strictly mechanical with a cable then the voltage regulator could have no effect on it at all.
