The security system (VATS/Passkey) installed on these GM cars is anti-owner more than an anti-theft. There are 3 parts involved: 1) The chip-key 2) The lock cylinder 3) The TDM (aka the brain of the system) if any of these parts fails or is even slightly malfunctioning, the car stays stuck where you are and you only get a dealer asking you about 1,000$ to fix it. And all the 3 parts have a quite short lifespan. Way too many people got in this situation (including myself). I don't recommend any partial solution or any used parts as it would happen again way too soon to be acceptable and if it happens 100 miles from home (like it happened to me....) it's a big burden. I finally made it to save my beloved 94 Park Avenue (with the same system that is installed in your car) with a solution that I found on the internet and that bypasses the entire factory security system, all 3 pieces altogether and you can even remove the TDM at the end and use 99c keys without chip. Try your spare key.It could be that the primary key you have been using needs to be reprogrammed,which can be done by contacting a dealer.Turn the key to the "On" position in order to reset the pass lock system.Wait for fifteen minutes with the key in the "On" position.If the security light disappears, turn the key to the "Accessories" position and wait for a couple of seconds.Turn the key to the "Off" position and take it out from the lock cylinder. is the security light lit? try a different key to start.
if no start do the following.
try to start car then let go of key do not turn it off.
wait 15 min for security light to go out.
turn key off wait 5 seconds then try to start again.

the passkey system is not the best design, a little wear on the key and it won't start, if the tumbler wears out it won't start.

put the fuse back in and try this,, when the alarm goes off, try holding down the Lock and unlock buttons at the same time, that should reset your alarm

Just bought this 1999 tahoe from my brother in law and out of curosity i went through the fuse box and realized a 10amp fuse was missing from the fuse box which read security so the person that i am i put...


You need to reset the Passlock security system to your Tahoe.

1. Attempt to start the car, let it stall, but DO NOT turn the key off! Leave it in RUN.
2. Wait 10 minutes or until the Theft System light glows steady instead of blinking.
3. Do not turn the key off, but start it immediately.
4. This should reset your Passlock system.

If that does not work then your may have to do the 30 min relearn. You do basically the 10 min thing with the security light trick instructions above. Here goes this only works if your secuity light is on.

Put key in ignition don't start the car but you want to turn the key all the way on and release it back to the on position wait 10 mins or till the security light stops flashing repeat this the exact same way two more times( dont take key out) ending in about 30 mins total time. this should reset the code to the computer and you should have no more problems with it.

try another key. if this doesnt work the wire in the tumbler assembly most likely broke and you will need it replaced. ( Ignition Switch)

Hello and thank you for choosing fixya.com. It sounds like this may be a factory alarm. If you have the owners manual, or if you can get one for that specific model, you should be able to look up the alarm system and find out how to (if possible) disable the alarm temporarily. My other suggestions are as follows: 1. Check your battery terminal connections: make sure they are clean and secure; also, if possible, put some terminal grease on them to prevent corrosion, rust and acid build up. Check the connection to your starter as well as your ground to the frame/chassi/block, whichever it's grounded to. Some vechiles have a smaller ground wire that runs from the main ground on the batter to the body, next to the radiator somewhere or possibly on the side firewall. Check that all connections are clean, and secure. You may just have a bad ground which is a common problem in automotive electrical issues.
