The dealer says that my 1999 ford explorer needs a new computer? can this be true? what is the normal price?

You do not specify the engine size in your description. It used to be normal that domestic (US) engines were non-interference, but this is no longer necessarily true. However, even if the engine was a interference type, usually, any damage is limited to valves in the cylinder heads. This does not require complete replacement of the engine. Once you determine the engine size, check to find out of the engine is an interference type. If not, replacement of the timing set should solve the problem. Otherwise, you'll need to tear the engine down to determine the magnitude of repairs needed.

you wont need codes you will need a new head unit. if the unit isnt reading the disc or even failing to load them then codes will solve nothing. its a mech problem not a programing error. if i've misunderstood your problem please reply with more info

My 2002 ford explored xlt, right rear passanger window won't roll up? Makes a noise for a second. But if you press roll down it sounds like it is trying to. But it is stuck in the down position now....

You need a new window regulator. The cable broke. for a discounted part from the dealer, or this part from ebay, good price.

Windshield washer on 1999 ford explorer does not work.

If neither of the two jets are working, you can assume that the pump has failed. You can normally hear them from inside the car but it's better if you listen under the hood (the pump is mounted on the washer fluid canister) while someone else tries to sppray the windshield.
So-called 'universal' pumps are available in auto parts stores or you can pay the inflated price at a dealer.

Evaporator canister support pan rusted out

thats a new one ,evaporator support pan ???now is this queens english i wonder evaporator is to do with the air conditioning, support is holding something up and pan is a collection tray ??so take you pick ,could it be a drip tray to stop water from the A/C unit dripping on the road ,if it is then NO you dont need it
