From the information you have provided, I am assuming the "header tank" is in fact the one which is connected to the radiator and should not have oil, but only coolant in the tank - in other words you have oil in the engine coolant tank... If this is true, then you most likely have a blown head gasket and or warped head or otherwise a crack in the head or the block of the engine whereas the oil is seeping from the oil lubricated areas of the engine inner areas and into one of the "streams" where the coolant circulates...
Seeing that the vehicle is 10+ years old, you may need to look at the value of it to determine if it would be worth investing into the repair as the problem will not get better, only worse with further operation until it is repaired... You may be able to get a used engine and have it replaced, or have the existing one repaired, either way it is not that uncommon for an engine to run this way in this state, however unfortunately, it will not be much longer before it totally craps out....
