Clutch problems

1994 4 x 4 Hardbody king cab. Cannot shift the truck when running. Can engage gearbox when shut off and clutch holds truck. I know the master and slave cylinders are working but do not know if they are working properly. Cannot get it into gear at all when running. Could this be a gearbox problem and not a clutch problem?
