Question about 2001 Kia Sephia
The load is too much with that window, resolve that, look for friction, alignment, worn pieces, etc. When it runs freely, the fuse situatiuon should settle down. 15 seems kind of low to me.
Is there any melting on any connection? this raises resistance and can cause your condition. Not easy to fix, espeically in a fuse box, but you need to do something, or continued failure will happen.
