Question about 1999 Dodge Ram
Hi. You need a new Electronic Brake Control Module (EBCM). It can be done by you but it is in a very tight place. Small torx head screws that are facing the floor boards to remove this module.

Need to have a qualified break mechanic take a look at the ABS light, winter is coming and you need the ABS working. Speedometer could be as simple as a fuse. You can get a free diagnosis from Autozone or Kragen www.autozone.com/autozone/
