If the air bag or Supplemental Restraint System (SRS) light is flashing it is telling you there is a problem with the system. Due to the hazards of working on this system this is not a DIY repair. You can be seriously injured by a premature deployment of one or more of the air bags. Take you can to a professional and have it repaired by someone who is trained to work on this system. It may very well be dangerous as the air bag may deploy without warning or it may not deploy at all in an accident. The likelihood of it deploying all by itself is slim, but possible. If it were my vehicle I would have it repaired ASAP.

When it rains, wipers, AC, and power windows would stop working, everything else works fine.

sounds like a bad switch, or a bad ground.
I'd check the wiper motor to see if it has a ground wire nad clean up the connections.

1999 Mercury Cougar Airbag Flashing off and on

Generally speaking, the flashing light means there is a problem with the system and the air bag has been deactivated.
If the light is flashing in a pattern you can count the flashes and find out what the code is telling you. The codes are available online.
If it is just flashing steady, you would need to take it to a shop and have the system diagnosed.
Keep in mind working on the SRS system is dangerous since you can trigger the air bag if you make any mistakes.

I had same problem with my 2005 Expedition. The solution for mine turned out to be a dirty throttle body. Cleaned the inside of it with rag and carb. cleaner so that the throttle plate wouldn't bind and no more problem.

Brakes go flat, has to pump brakes to firm and stop car

You have air in the brake lines, probably due to low brake fluid level. This may have been caused by a leak somewhere.

Have this seen to immediately, as it is dangerous to keep driving

Sounds alot like you may have knock a vacuum line off while performing your tune-up. If you listen under the hood while someone keeps it running you'll hear it. I would check for the big hose that comes from the brake booster can. Hope that helps
