Question about 1999 Ford Windstar
This sounds like either a wiring problem or a blown fuse. Go to your owners manual and find out where the tail light fuses are and check to see if they are blown. If they are not blown there is an electrical problem and you will most likely have to take it in to a shop to find the problem because it may be in dash or anywhere between the battery and the bulbs.
