1989 Mazda MX-6 sometimes starts other times it doesn't sometimes if you turn key on and off the car starts no rhymn or reason

Try wiggling the key when it's running.(By your descripiton,it sounds like the igntion switch is possibly worn out.)

Squeals when starting up

The squealing could be a belt slipping - the alternator would be working hard to charge the battery after being parked.
The lack of power could be a different issue. A 1992 model should not have a choke - it should be fuel injected.

It could possibly be a short in the ignition itself.

Wont key start but will start by pushing it off

Its been a long time since you ask but check the main relay. It engages the starter and the fuel pump while cranking and after ignition a seperate fuel pump relay takes over. I had a car that did the same thing.

I own a 1997 Mazda Miata MX-5, and have power in the "run" key position, but when i turn all the way to start the engine, nothing happens. I have 11.7 VDC from the battery so it is charged.

Sounds like the starter relay or the solenoid is on the start itself is badSome of the MX-5 also had a fuse for the ignition, check that also.
