Hi, if "truck feels like its holding back on highway" is the major problem you are having with this truck as explained in your posted message, i will first of all check the new tires fitted to the truck. It seems not to be the proper size which maybe too big as compared to the former tires of the truck because when you don't use the appropriate tires for cars, this is usually the result.
Try getting the proper size by checking the old tires to get the size and let's see if the problem will persist....
