The first thing is to check all your fuses, this vans have problems with the clusters going bad, you can remove it and make sure the connection is good, remove it and then plug it back and see if cluster starts working, if not then replace it, this may be related to other problems but it may not , the common problem with the cruise and horn not working reminds me of a bad clock spring, this is the unit is steering column thats like a rooll of flat wires that make the connection to horn and cruise as you turn the wheel, heres a picture of it,it works like a window shade, goes in or out as you turn the wheel. hope this helps.1999 plymouth voyager insterment panel - 9dcb131.gif

The most common problem is the instrument cluster. I've recommended that the dash be hit relatively hard just behind the wheel for diagnostic purposes only. If you check my profile, you'll see that it works. If the cluster contacts are bad then all will start working...for a day...week...year. Each van is different. Turn the key on, look at the dash, and bonk the dashboard. But don't break it or you. Might take a few tries. Then look into getting a new or used instrument cluster.

Horn and cruise control not working

I had the same symptom on my 97' grand voyager. replaced the clock spring and my air bag light turned off, the horn worked and the cruse worked. found one at local auto parts for about 50 bucks.

The cruise control and horn quit together, but there is no fuse marked as such.

The horn is protected by fuse #9 (20 Amp), but my diagrams don't show which fuse
controls the cruise control.
Your Voyager has 2 fuse panels - one under the driver's side instrument panel (just to the right
of the parking brake pedal), and one next to the battery, under a plastic cover..

My 1998 plymouth grand voyager horn and cruise control do not work.whats the problem..

There was a recall due to the clockspring being wound incorrectly. If the repair was not made, this could cause the horn and cruise control to quit functioning and the air bag light to stay on.

#1 the horn will not blow from the stiring wheel button. #2 the cruise control will not turn on. I have checked the fuze (2) locations.the panic button activates the horn.

There is a push relay under the steering padding. Could be stuck. If the fuse is good to the cruise control, the module is usually bad.

1999 voyager plymouth

I guess the cruise control buttons are located on the steering wheel...

You have a bad clockspring (contact reel in the steering wheel), all the mentioned items (wheel mounted cruise buttons, horn buttons, airbag) are run through it.

Where the wheel is able to turn a couple of turns on either side, normal wires could not be setup to withstand this. The clockspring (contact reel) is a flat wire wound up to be able to withstand the rotation.

They are not an item I would recommend replacing by yourself, where airbag systems have a procedure which must be followed to make sure you don't accidentally deploy the bag and cause serious injury.

98 plymoth grand voyager cruise control

there was a recall for an air bag problem which also fixes the cruise control and horn (clockspindle in steering wheel)
