Yes the idle speed control valve may need to be cleaned out. buy a can of spray carb cleaner and clean the throttle plate and bore, clean the idle speed control valve and clean the pcv valve. check for vacuum leaks by spraying hoses connections and elbow with carb cleaner, the idle speed will change when you come accross a vacuum leak.

My car idles roughly and jerks. The rpms fluctuate and the lights flicker when it jerks and shakes. I just had someone change the spark plugs, could they not have done it right?

Yes, first it shouldnt take an hour to do spark plugs, also there may be an HT lead loose, but most likely incorrect plugs, wrong gap or worse, a cracked plug if they did them up too tight. I would remove them and check everything asap as it will be putting stress on your coil/coils.

2000 kia sportage ex won't idle

Need a repair shop to diagnose it

You never should have thrown one part at it.

That is a Wish & Hope-- Push & Poke Diagnostic Theory,
that only takes your money & you replace every part, none
of them being tested or bad

I have a 1998 GMC Sierra, 5.7 liter Vortec 4x4. It has 160k miles. I have noticed that it idles at around 500 rpms when its warmed up. Not sure if this is normal. However, I have noticed a bit more...

The normal idle for your engine should be 550 to 600 RPMS so thats not to far off . But the fluctuation is more likely the crank pisition sensor then the EGR valve this engine has a condution called crankshaft wip witch is normal but going down a rough road can somethimes set off a misfire code It wouldn't be a bad idea to take the EGR valve off and clean it and check it but the CPK would give you the fluctuation in RPMS . It still could be a few outer things but this it the most likely cause

When the mass air flow sensor is connected the rpms spike to 3000 and then fluxuates.

HI: IS SOUNDS LIKE THE IAC IDLE AIR CONTROL IS STUCK OPEN, NOT HOOKED UP, OR THERE IS A BIG VACUUM LEAK. BRAKE BOOSTER OR OTHER VACUUM LINE MAY BE THE PROBLEM. IF THERE IS EXTRA AIR GETTING IN, THE ECM TELLS THE INJECTORS TO FEED MORE FUEL TO KEEP THE MIXTURE CORRECT. THIS MAKES IT RUN TOO FAST. THEN TO CONTROL THE SPEED, IT CUTS OFF THE FUEL. THUS THE GREAT SPEED FLUCTUATION.
MAKE SURE THE IAC IS PLUGGED IN FIRST.

What was it doing before? was the idle fluctuating before you cleaned the iac. If so then you probably need to replace the sensor. what did you use to clean the sensor? Some IAC's are sensitive and cannot be cleaned without damaging them.
