Not sure where a cheap Rubber elbow is located on a passat. But do take off the coil covers. They are located under the engine cover. They are the 4 square caps. They come off with a allen wrench i believe 5mm. Then pull them off. Due this 1 at a time. Once off look down the hole with a flashlight.
And look at the rubber surrounding the coil. Their should be no moisture.spellcheck.gif If their is moisture try blowing it out with compressed air.

SOURCE: how do you change the oil on a 1999 volkswagen

take off the black plastic piece which attaches to the bumper it is about 2.5 foot by 1.5 foot. it has about 6 t-20 torx screws. drain the oil using i think a 17 or 19mm wrench/socket. be sure not to overtighten the drain plug because the pan is aluminum. it only needs to be about 10 foot pounds. the oil filter is on the front of the engine. if your car is a diesel, the oil filter is under the plastic cover on the top of your engine and is a cartridge style.

It might not be getting enough fuel due to a dirty fuel filter, air filter or a failing fuel pump. I'd try a new fuel filter & air filter first then check out the pressure on the fuel pump. You may also have injector problems.
Good luck.

I would gues, if there's no problem with fuel and air, that it is your convenience module or a faulty key, and its engaging the anti theft device.

Could be a very dirty air filter, could be a dirty fuel filter. Make sure you replace those if you cant remember the last time you did that.
