Question about 1997 Mercury Sable
Most likely flasher relay, just did this to son's car (Thunderbird). Most vehicles are in fuse block but his his was on bracket behind dash above accelerator pedal, very hard to get wiring clip off and expensive, $38, had to order.

Take the turn signal lever and jiggle it, a lot. If they start working, the switch is bad. You can also turn on the hazards and take hold of the button and push it left , right , forward and back and see if they start working. If so, replace the turn signal/ hazard switch.

Well you haven't responded to my clarification request so I will assume they do light but don't flash. If this is the case the flasher unit located usually under the drivers side dash is probably the issue.
