If you can hear the fuel running threw the injector rail. The regulator is bad. To test it, clamp off the return line. Or use a fuel pressure tester. Your going to have to replace the fouled plugs. Are you getting spark to the plugs?
Common problem, it can be a ground wire (not any ive seen) the float assy can be bought through your local gm dealer instead of buying the whole pump assy.
Yeah, The fuel pump can go bad . The normal warranty on the pump is 12 months or 12,000 miles. This is very rare . I would check if the fuel pump had a lifetime warranty.
I would also check the ignition switch, and all the fuses to make sure the fuel pump is the failure.
