Hi there, Joel here 20 year master mechanic. For the faulting to the injector pulse and power, the control mod in the distributor controls fuel and spark. You're going to have to replace the control mod. I believe AutoZone carries these at 26.99 p/n DR126. Hope this helps.

I have a 1991 Isuzu Rodeo with a V6. When I take the air cleaner off I can see gas leaking from some sort of modulator or something just to the right at the very top.

which engine?
The V6 , it has a real name.
there were 3 v6s used.
what displacement?
sounds like the 3.1L GM V6, not the isuzu 3.2. (2 kinds too)
The GM is the LG6 engine, GM name.
the last carb car , in USA was ISUZU, in 1994.
and before that some very odd , electric carbs. (avoid those)
in 1991
there were 4 engine (1 I4 and 3 V6)
ONLY the 2.3L 4 banger was carb , 2 barrel;
the 3.1L is and was, TFI , so is NOT A CARB.
This TFI has a Real ECU, (EFI system)
and the injector does have seals and can leak.
buy a seal kit and put it in,.
TFI means throttle body injected, x2 in this case
the book shows how to do this, (at mitchells) log in, and read?

the steps. are clear.
he engine is equipped with 2 fuel injectors; both are located in the throttle body.
  1. Relieve the fuel pressure. (ask)
  2. Disconnect the negative battery cable.
  3. Remove the air cleaner.
  4. At the injector electrical connectors, squeeze the 2 tabs together and pull them straight upward.
  5. Remove the fuel meter cover and leave the cover gasket in place.
  6. Using a small prybar, carefully pry the injectors upward until they are free of the throttle body.
  7. Remove the small O-ring from the nozzle end of the injector. Carefully rotate the injector's fuel filter back-and-forth to remove it from the base of the injector.
  8. Discard the fuel meter cover gasket.
  9. Remove the large O-ring and back-up washer from the top of the counterbore of the fuel meter body injector cavity.

Getting good fuel pressure to carb but no fuel to injecters can a bad relay cause it to do that

No, but wrong thinking can get you a lot of scathing responses from crabby old mechanics. lol, like me! If you're getting good fuel pressure to, to the "throttle body injection" unit, (it only looks like a carburetor on the outside-it has about 120 fewer pieces inside it. And any form of fuel injection threw carbs into the fossil pile they deserved.)...so you are getting fuel to the injectors if you have fuel pressure in the line.
Have you watched for fuel spray out the bottom of injectors while the car was being cranked over? If so, and you have no fuel coming out, then you need to check the injector circuit. It is a fused circuit, so check first for the injector fuse. There should be an underhood fuse and relay block, so check there. Power for the injectors should be available at the injectors anytime the key is on.
Post back if you need more help. I was only kidding in my first response, cheers.

Underhood fuse block swap out relay #7 thats the ECM relay.
Ground Circuits Using a DVOM, touch negative voltmeter lead to a good ground. Touch positive voltmeter lead to each ground terminal. With vehicle running, voltmeter should indicate less than one volt. If reading is greater than one volt, check for open, corrosion and loose connection on ground lead. See ECM GROUND LOCATION table for ECM ground location.

Not getting fuel to carberator i changed the pump filter and relay

Other things to check, do the dome lights work? If not change the fuse for those and try again. When its quiet around you turn the key all the way on but don't crank the engine. You should hear the pump kick on. But if the fuse is blown for the Dome lights and the Radio it also kills the ECM which kills the fuel pump since the ECM turns on the fuel pump. And the 91 does not use a carb, its a Throttle body injection system.

Adjusting fuel pump

If you have the 91 3.1 V6 Rodeo you can't adjust the fuel pump or fuel pressure. The only thing you can really do is to get a throttle body rebuild kit that will have a new diaphragm for the fuel pressure regulator. If you want to adjust it, you'll have to get an aftermarket regulator and install on the return line (the smaller line) and remove the spring out of the regulator on the throttle body. If you feel the fuel pressure is too low, then you might need to change the pump. Its located in the fuel tank, only takes 1 or 2 hours to do.
