The second fuse panel that you seek is under the dashboard, on the driver side (for a US car). This box is called the "JB1" (junction block #1), and contains several relays in addition to the 15 amp "CIG" fuse that you need to replace.

is under the engien, with a special oil filter spaner you twist it arownd, you have to lift the car.
You know you duing service evry 10000 km.

Look at the bottom of the steering column plastic cover , there should be a lable with OBD port location.
As for GPS sorry , no idea.
