It's possible that he starter relay is faulty and not able to hold the amount of charge it's suppose to. I suggest replacing it as well, and replace the starter fuse again.
If this does not help, you may need to replace the starter switch. Also, make sure all battery terminals and starter terminals are clean and secured properly; including the ground. A faulty ground can be the main source of many electrical failures, and in many cases is the issue.
Please let me know if you need further assistance.

Tail lights wont come on keeps blowing fuse blows 10 amp 15 amp and even 5 amp fuses

put a 12 volt light bulb in place of the fuse. It will stay lit until you find the short circuit. Check tail and park light & side marker bulbs first.

How about if you just turn parking lights on, not headligths

I have a 2006 ford focus and the fuse keep blowing and is controls the car itself it will not crank without this fuse

When a fuse blows, you replace it ONCE ONLY

If it blows again you will need --- either vehicle knowledge,
wiring diagrams to find the problem or a repair shop

There is no way we can guess at what your issue is
without more detailed info on what testing etc has
been done to start to find the problem your having

2000 ford focus dash lights not working

Check Fuse box Number 30 which is a 10Amp fuse
& number 15 which is a 7.5amp fuse.
you met have a blow fuse.
If good
Did you check the dimmer on the head light switch Pull out to see if you have power on cable color orange / blue. (Pin 9)
If this is good
Pull cluster out to see if you have power on plug pin 3 in instrument cluster this there..
If you have power
than replace the llumination bulb or cluster.
Very rare to find a ground poblem here.
