Normally, they are pre-charged at the store. To check, turn on the headlights--they should glow brightly without dimming over a short time. From the symptoms, you have either a bad starter or starter solenoid. You need a test light or meter to make this check--test for power at the starter motor terminal. If the light comes on when the key is turned, the starter motor is defective. If no light, then the high-current contacts in the solenoid are defective. Replacing the defective part should get you running again. Good luck!
