It sounds like your Glowplug timer or the Glowplugs are bad. The reason that turning the Key 4 or 5 times helps, is that everytime you put the Key to RUN or START you are energizing the Glowplug timer and reheating the Glowplugs.

You can check the Glowplugs by removing them and remove at least 1 bank at a time. Get some jumper cables and put the NEG post on the plug without smashing the threads. Take the POS cable and touch the Glowplug till it starts to Glow. You can mess up and melt the Glowplug so watch it. BUT, as you test you will find the bad Glowplugs will not light or will take longer to light up.

This is the reason I said to take out 4 plugs at a time, minimum, because you need to compare bad and good, visually.

The timer is not as easy to test. It is a variable timer and the warmer an engine is, the less time it will work. Obviously if the Glowplugs are not Hot, the timer is cutting off too early. But you check your Glowplugs first. The Glowplugs help to give a Feedback loop which tells the timer to stay on.

The rough idle is because the glowplug is not hot or the compression is bad in the cylinder.

Hard starting when cold. 30 sec to min crank. Runs good after start.

Hi Thomas:
Sounds like it's not getting fuel right away.
I'd be checking the choke, and also perhaps try priming by pushing gas pedal all the way down twice, spin over 2 or 3 seconds, then pump gas pedal twice again, then try to start.
None of this is valid if it is a diesel.

It sounds like sticky injectors. Going on the age I assume its done more then a 100000 if not 200000 kms. The rule is with injectors is that you should service them every 100,000, unlike diesel injectors Petrel injector are cheap. A set might cos $120 but short of throwing it on a scan tool and mapping injector pulses and the cold start input I'd start there. The others thing it could be mixed up with is the cooled start sensor, playing up and over fuelling.

sounds like fuel pressure bleeding off. Bad fuel pump or bad pressure regulator on fuel rail. Can you hear pump run for 5 seconds when you turn key on? do this twice, 30 deconds apart and see if it starts ok.

1989 ford f350 diesel 7.3 will start with starting fluid but wont stay running

Never, ever use starting fluid in your diesel.

Taken from the Owners Manual - Diesel Supplement:

Do not crank the engine for more than 30 seconds at a time as starter
damage may occur. If the engine fails to start, turn the key to OFF and
wait 30 seconds before trying again.
Do not use starting fluid such as ether in the air intake system (see Air
Cleaner Decal). Such fluid could cause immediate explosive damage to
the engine and possible personal injury.
Do not add gasoline, gasohol or alcohol to diesel fuel. This practice
creates a serious fire hazard and causes engine performance problems.
1. Make sure all vehicle occupants have buckled their safety belts. For
more information on safety belts and their proper usage, refer to Seating
and safety restraints chapter in the owner guide.

The CCA;s(cold cranking amps) are too low on your battery. When this happens your car usually only starts when its cold. Recommend testing your battery and probably replacing it. Good luck, keep me posted.
