Question about 2004 Lexus RX 330
The cup-holder jamming is a common problem for the RX.. this is usually caused by some distortion of the upper instrument panel. What is happening the the cup holder is being pinch and the spring force cannot over come the frictional forces. If you have it out, it could be as simple as adding some grease on the slide contact points.
You can try to pop off the register and cup holder assembly add reinstall it. It could change the positioning. The assembly is snapped in and held in place by locking tabs.
