Your problem could be the fuse, the circuit uses a 30A fuse, if you use any lesser amperage fuse, it will blow out. If the fuse is OK, then your problem is the Blower Motor Resistor $27, it is located in the blower motor housing and it is the part where the blower motor and the electrical plug connect. To remove it, unplug the two connectors and remove the two fastening screws. Here is a picture of the actual Resistor for easier identification. RESISTOR'S FRONT VIEW
