Wondering if the kia rio has spark plugs or is it electronic, if electroni how do i change them myself ?

Yes it has spark plugs, there is no other way a gasoline engine can run. If you have to ask, you should not attempt it. Have a garage replace them for you. Use only NGK or Denso spark plugs. Many a easy job has been totally screwed up by people trying to save a dollar.

2004 Kia Rio turns over but won't start.

These are coil packs, the most likely problem will be the crank sensor,or the cam sensor, these are what trigger the pulse for spark, and injector pulse.

I attempted to replace spark plugs in my 2008 Kia Rio with a 4 cylinder engine and was not able to find them. I pulled the top of the engine (cap) off and saw 4 rubber type things. Are they in there? Thank...

Yes, remove those coil packs and you'll see the plugs. A car with coil packs for each plug does not have the traditional plug wires you may be more familiar with.
