Question about 1999 Chevrolet Silverado 1500
Try checking all fuses the ones in the fuse box inside as well as under the hood. sometimes you have to check the fuses because of a wire touching in the transmission before you had it rebuilt. Try that out and if not I would go back to whom ever rebuilt the transmission.. I have turning wrenches for 22 years and the last ten in my own shop. I come across allot of 99 silverados with trans and transfer case problems. Hope you find a burnt fuse.

Governor pressure sensor or solenoid is going bad. To replace them drop the tranny pan, remove the filter , and the parts are pretty ez to get to. These aren't cheep thou, but replace them as a set. Parts will probly run about $200.

Are you sure the TV ( trans shift cable at the throttle valve) cable is correctly adjusted?? Without line pressure readings, I can only guess that the D3/Part throttle check ball is missing, if it is a trans problem
If the TV is correct, I am assuming that the TV cable is pulled tight at WOT.
Did you check the throttle (ACCEL) cable to be sure that the carb goes wide open when your accel pedal is on the floor?? This must be done with someone in the car and a second person looking at the carb. Without doing this, you do not know if you have WOT. Without WOT, the trans will not de-tent and shift down.

well the low cost way to go first would be to try and change the trans fluids. If the problems still remains the it may be an internal problem

I have that exact same truck and transmission and My Transmission did the exact same thing about a year ago and there was some kind of snap ring inside the transmission that broke. I originally thought it had to be an electirical problem because the truck shifted fine until OD or if i turned OD off. The 4r70w is a light transmission and i would suggest you have a shift kit put in and they make a heavier kit to beef it up.. Sorry its probably not the new you were looking for.
