There is no manual reset other than locking and unlocking the passenger or driver door with a key. the alarm is also disarmed each time the ignition key is turn to run, if u are locked out and have tried these methods to disarm the security system them there is a problem and the dealer must scan the Body Control Module (BCM) to determine what that might be.

When I start my 1994 New Yorker the blower motor blasts on high and blows hot air and none of the dials or the buttons on the climate control head work

Assuming you have already checked all the fuses, you probably have a failed Body Control Computer, which manages operation of climate control, radio, lighting, alarms, and a host of other functions. Your Chrysler technician can confirm that. Be warned: a BCC can cost a LOT of money, as in many '90s Chrysler products, they had to be programmed at the factory for your specific vehicle; a junkyard unit will not work in any car but the one it came in.
