It could but if the high beams don't I feel it's unlikely. From my experience, check for corrosion on the back of the headlights and wiring harness. I have found in many cases this to be a worn out HI-LOW switch assembly on the steering column, wiggle the arm with low on and see if that makes any difference. Also check the electrical relay that the switch operates.
